New developer on-boarding (Joan)

It might be beneficial to pair with new contributors or to have working group meetings with them -- build stronger rapport & retain contributors

(Kushal) Synchronous pairing requires being online in the same time zone -- if it matches, it can help

(Joan) It would be up to developers to coordinate the time for it
