Squashed snapshot of the sharing_tab work rebased onto current master. Content-identical to the stacked PRs beyond-all-reason#7962 → beyond-all-reason#7965 (review those for detail). The engine becomes the economy data plane; sharing is configured by modes (Enabled, Disabled, Easy Tax, Tech Core, Customize) layered over a stateless policy library. See beyond-all-reason#5704.
