Purpose

This PR updates Changes and lib/Zonemaster/LDNS.pm for the release.

Unit test also updated to match updated public zone.

How to test this PR

This may have been merged a bit too quick, I have two comments:

The date should be updated and in sync with corresponding PRs in other repos.
