refactor(eve): agent sources - canonicalize framework capabilities

Summary

Related to #2347. This is the atomic core migration in stack #2420 and is stacked on #2409.

eve currently constructs the same framework capabilities through compiler defaults, runtime catalogs, extension-specific merges, sandbox fallbacks, and agent-info reconstruction. This PR moves framework defaults, extension projections, application overrides, generated module maps, and native kernel capabilities behind one canonical source graph, then deletes the duplicate machinery it replaces. Application sources still win over extensions and framework defaults, shadowed candidates are never loaded, and native lifecycle tools remain an explicit closed kernel inventory.

The core layer is intentionally broad: splitting it would leave intermediate manifests with programmatic bindings but incomplete generated-map or kernel ownership semantics. Reviewers should pay particular attention to source-slot precedence and to the package-scoped import resolver that makes programmatic framework sources bundle correctly from both a source checkout and the packed eve package. The memory lifecycle equivalence proof is deliberately deferred and remains required before memory adopts programmatic sources.

Validation

On the exact final stack tree, the full unit suite passed with 7,051 tests and 1 skip. Forty-two focused source-generation, packed-runtime, and Nitro scenarios passed; the full scenario suite passed 408 tests with 15 skips, with only three local package-install cases blocked by the machine's invalid private-registry credentials. Exact-head CI, the Postgres matrix, and the Vercel matrix are fully green, including packed generation, TUI, scenario, and deterministic eval coverage. The local model matrix passed 35/38 model jobs; the three remaining failures were an empty Anthropic response, ZAI intermediate-report behavior, and a ZAI external fetch/sandbox-start failure.
