Related findings previously encouraged messages to independent tasks. Make those sends default-off: permit only explicit user requests or necessary coordination of a confirmed blocking CI/merge collision, subject to host permission and wake checks. Preserve selective read-only context and authorized child delegation, and align all eight guidance surfaces.
Prepare v0.2.19 with consistent package, lockfile, plugin and inventory versions. No dependency or runtime changes.
Validation: native execution/routing tests 21/21; inventory/version/drift checks; unchanged dependency graph; independent review of all eight contact scenarios passed. Cross-platform CI and packed-install lifecycle must pass on the PR head before merging.
