Promote v0.2.19 from dev: keep independent task messages default-off while preserving explicitly requested contact across read-first, waiting, wake checks, and follow-ups. Includes the reviewed corrections from #75 and #76 and aligned release metadata.
The correction head passed cross-platform CI, WSL, packed-install, and independent full-route review. Both post-merge review findings were fixed and resolved. Merge this promotion only after its checks and exact dev SHA workflows pass; publish through the normal Release workflow after exact main SHA verification.
