Marks Phase 1 complete after the audit rulesets and credential inventory were reconciled. The credential inventory records provider-hidden facts explicitly as unknown rather than guessing, while preserving their pre-launch UI attestation in the go/no-go packet. Also labels the commit table as a functional baseline so documentation-only commits do not invalidate it. No runtime, infrastructure, or credential change.
