Previous implementation uses outdated function e.g. __sync_val_compare_and_swap. This PR is also a first step to resolve intel hack for amdgpu target in prepare-builtins due to target-features mismatch. prepare-builtins was recently deleted in upstream commit f07988f, so we should resolve the hack.
