About the pull request
Fixes "Converting Metal Sheets into Plasteel Sheets. #12416" by evaluating if the barricade is made of a substance thats not metal sheets and spawning a separate stack of metal sheets if this is the case.
Explain why it's good for the game
Prevents accumulation of plasteel plates by sacrificing metal at a 1:1 ratio, prevents exploits to construct much more difficult to break cadelines for, essentially, free.
