Problem

A table that shows an AI observability column outside its own scenes is replaced by an error screen when the renderer chunk fails twice in a row, for example on a tab opened before a deploy.
Each lazy cell from perf(aio): load the global column renderers on first use #110095 has its own ChunkLoadErrorBoundary. The first cell reloads the page, and the reload guard makes every other cell throw to the query's ErrorBoundary.
This came out of applying the perf(frontend): load the hog vm only for tables that use it #110094 review findings to perf(aio): load the global column renderers on first use #110095, which no review bot ran on.

Changes

When the reload guard stops a cell, it shows the same red Error tag that renderColumn uses for a failed cell, and the table stays on screen.
A first failure still reloads the page once.

How did you test this code?

The new AIObservabilityGlobalColumnCell.test.tsx fails without the fallback and passes with it.

Test rationale: The test catches a cell that lets a failed renderer chunk escape to the table's error boundary. ChunkLoadErrorBoundary.test.tsx covers the boundary itself, but nothing checked that this cell passes a fallback.
