Outcome

Adds 4 new evidence records (IBTrACS, JTWC, WorldPop, GEBCO) to the cyclone-early-warning-bangladesh pack, bringing the total from 3 to 7 classified sources and exceeding the minimum of 5 required by the source-inventory done condition. Replaces the broken mohapatra-track-error-bob-2020 evidence record (retracted DOI 10.1007/s00703-020-00745-8, returns HTTP 404 from both Springer and doi.org) with pavani-track-error-nio-2023 (live, peer-reviewed, specific DPE values at 12/24/48/72h lead times). Creates claims.json with a source-inventory claim validated against claim.schema.json.

Known limitations:

• The source inventory classifies data availability and quality but does not verify forecast accuracy, surge model skill, or false-alarm rates. Those are downstream tasks (track-forecast-verification, storm-surge-verification, false-alarm-profiling).
• BMD warning bulletins are classified as limited based on the absence of a public archive. If BMD publishes a machine-readable bulletin archive, this classification should be revisited.
• Pavani et al. 2023 reports quasi-operational WRF model errors, not official IMD operational forecast errors. The claim cites these as the best available peer-reviewed track error baseline but they may not represent current operational skill.
• GEBCO near-shore depth accuracy limitations are documented in GEBCO documentation but have not been independently validated for the Bangladesh coast specifically.

A reviewer identifies a publicly accessible, machine-readable archive of BMD warning bulletins that provides operational warning content at district level, or finds a higher-resolution bathymetry dataset for the Bangladesh coast that is freely available and more accurate than GEBCO in shallow near-shore zones, or finds that Bangladesh population census data has been released that supersedes WorldPop estimates with finer grain than 100m.

Protocol Notes

• Broken source detected and fixed: The pre-existing mohapatra-track-error-bob-2020 evidence record (DOI 10.1007/s00703-020-00745-8) returns HTTP 404 from both Springer and doi.org, with no Wayback Machine snapshot. This appears to be a retracted or removed article. I replaced it with Pavani et al. 2023 (DOI 10.1007/s12040-023-02128-8), which is live, peer-reviewed, and provides more specific and more recent track error statistics. The problem.md verified fact was updated accordingly. A validator rule that cross-checks evidence DOIs against the Crossref API would have caught this rot earlier. The verify:sources script catches HTTP 404s but does not check DOI resolution separately; a DOI-specific check might catch retracted articles that still have a live landing page but a dead DOI.
• Allowlist entry needed for NOAA NCEI: The NOAA NCEI IBTrACS product page (https://www.ncei.noaa.gov/products/international-best-track-archive) returns 200 via curl but fails Node.js fetch from CI runners, similar to other government sites already on the allowlist. Added with verification date 2026-06-28.
• 13 pre-existing source failures in other packs: pnpm verify:sources reports 13 failures in packs outside the scope of this PR (e.g., eakin-bleaching-global-2022, barlow-amazon-disturbance-biodiversity-2016, lowbridge-malaria-ews-systematic-review-2021). These are pre-existing and not caused by this PR. A batch source-rot fix PR would be the appropriate response.
