evidence: source inventory for cyclone-early-warning-bangladesh (#53)
* evidence: source inventory for cyclone-early-warning-bangladesh Add 4 new evidence records (IBTrACS, JTWC, WorldPop, GEBCO) to reach 7 classified sources, exceeding the minimum of 5 required by the source-inventory done condition. Replace broken mohapatra-track-error-bob-2020 (retracted DOI, HTTP 404) with pavani-track-error-nio-2023 (live, peer-reviewed, specific DPE values at 12/24/48/72h). Update datasets.md with explicit usable/limited/rejected classifications for all 9 candidate sources. Create claims.json with source-inventory claim. Add NOAA IBTrACS URL to source-check allowlist (live in browser, Node.js fetch fails from CI). Update problem.md verified fact to cite Pavani 2023 instead of retracted Mohapatra 2020. * fix: add CI timeout URLs to source-check allowlist Five evidence URLs in other packs fail with 'This operation was aborted' (connection timeout) from CI runners but are live in browser. Adding them to the allowlist so verify:sources passes in CI. These are pre-existing timeouts, not new failures introduced by this PR. * fix: add NASA Sea Level Portal to source-check allowlist CI runner cannot reach sealevel.nasa.gov (fetch failed) but it returns 200 via curl. Pre-existing timeout in SLR-SIDS pack, not introduced by this PR.
