[#21004][fix] DeepSeek V3 and V3.1 tool parsers: complete a tool call that ends in the last delta - #21005
DeepSeekV3Parser.finish() and DeepSeekV31Parser.finish() now emit buffered arguments at stream completion when exactly one complete call is present, its non-empty name matches the name already sent, and its complete JSON object extends the arguments already streamed. The method emits only the new suffix and updates the parser’s streamed-argument state.
Ambiguous, incomplete, mismatched, or unchanged arguments produce no calls. The separate multi-call-in-one-delta issue remains out of scope. Review finding counts and independent test results are unavailable.
QA Engineer Review
The modified test file adds CPU-only finalization cases for DeepSeek V3 and V3.1. The cases cover arguments completed in the last delta, a V3 stray closing fence, an empty-argument V3.1 call, and ambiguous or incomplete buffered calls. The test file is listed in tests/integration/test_lists/test-db/l0_cpu.yml. Coverage verdict: sufficient for the stated finalization behavior; the excluded multi-call case is not covered by this change.
Author-reported results: the new tests pass (9 passed); the full test file reports 905 passed and 4 failed. The same four Qwen3Coder tests reportedly fail on main.
Per-File QA Perspective
tensorrt_llm/serve/tool_parser/deepseekv3_parser.py: Verify that finalization emits only the unsent suffix for one complete, matching call. Confirm that incomplete calls and buffers containing multiple call starts emit no calls.
tensorrt_llm/serve/tool_parser/deepseekv31_parser.py: Verify finalization for complete JSON arguments and empty JSON-object arguments when the name was already sent. Confirm that mismatched names and incomplete or ambiguous buffers emit no calls.
tests/unittest/llmapi/apps/test_tool_parsers.py: Covers the V3/V3.1 stream-finalization cases and failure paths described above. Listed in the CPU test list at tests/integration/test_lists/test-db/l0_cpu.yml.
With several tokens per streamed delta (MTP or other speculative decoding, or stream_interval above 1) the last delta of a response can hold the end of a tool call. The DeepSeek V3 and V3.1 streaming parsers then send the tool name with an empty arguments string.

(Arguments the client receives, with finish() called at the end as postprocess_handlers.apply_tool_parser does.)
Root cause
parse_streaming_increment sends at most one tool name or the arguments of one call per increment, and the arguments come one increment after the name. V3 sends the name only once the closing fence of the json block has arrived. V3.1 sends it when the separator arrives. When no increment follows, the arguments stay in the buffer. Neither class overrides BaseToolParser.finish, which returns nothing.
Fix
DeepSeekV3Parser.finish and DeepSeekV31Parser.finish send the rest of the arguments of the open call. They act only when all of these hold:
the name of the open call has already been sent,
the buffer holds exactly one <|tool▁call▁begin|>, and that call is complete with its <|tool▁call▁end|> token (matched with the class's own func_call_regex and func_detail_regex, the patterns detect_and_parse uses),
the name in that match is non-empty and equal to the name that was sent,
the arguments in that match are a complete JSON object and start with the arguments already sent.
Then finish() sends the remaining part, so the client ends up with exactly the argument text detect_and_parse reads for that call. In every other case finish() returns an empty result, as on main. finish() never sends a new tool name, never changes arguments already sent and returns no normal_text.
Cases left as on main on purpose:
Two calls in one delta. The whole-buffer pattern of parse_streaming_increment has a greedy first group, so the first call has already received the arguments of the second. Completing the second call would send those arguments twice. At finish() this shows as a call in the buffer whose name was never sent.
A damaged or missing end token, or arguments that are no complete JSON object. detect_and_parse drops such a call, so there is nothing safe to send.
Open PR #20873 changes deepseekv32_parser.py only and applies cleanly on top of this change.
Test Coverage
New CPU-only tests in tests/unittest/llmapi/apps/test_tool_parsers.py:
test_deepseek_finish_completes_a_call_from_the_last_delta with five cases (v3_fence_in_last_delta, v3_whole_call, v31_whole_call, v31_no_arguments, v3_stray_fence_after_call). Each streams the deltas, calls finish(), and compares the name and arguments per tool index with detect_and_parse of the same text.
test_deepseek_finish_sends_nothing_when_the_buffer_is_ambiguous with four cases (v3_two_calls_in_one_delta, v31_second_call_open, v3_no_end_token, v31_broken_end_token). Each checks that finish() returns no calls.
Results (CPU, tensorrt_llm 1.4.0rc1 wheel with the tool_parser package loaded from the checkout):
New tests on main: 5 failed, 4 passed. The five finish_completes cases get empty arguments. The four sends_nothing cases pass because finish() does nothing on main.
New tests with the fix: 9 passed.
Whole test_tool_parsers.py on main: 896 passed, 4 failed.
Whole test_tool_parsers.py with the fix: 905 passed, 4 failed.
The same four tests fail on main and with the fix (TestQwen3CoderRequiredTools::test_required_stream_matches_complete_response[10000-True] and three TestQwen3CoderParameterRecovery::test_chat_recovery_policy_preserves_required_arguments cases). They go through postprocess_handlers and the reasoning parser, which this local setup takes from the 1.4.0rc1 wheel, so they come from the setup.
Differential run against main
A seeded corpus of 3000 model outputs per parser and seed (well-formed calls with text around them, plus truncated, damaged or shuffled variants), each streamed with five chunkings, for seeds 1234, 99 and 4321, plus the hand-made cases from the new tests. For every chunking the aggregated calls (name and arguments per tool index) and the normal text were compared with detect_and_parse of the whole text on main.

"Better" means main differs from detect_and_parse and this PR matches it. "Worse" means main matches and this PR differs. The normal_text is the same as on main in every chunking.
The last column holds chunkings where main already differs from detect_and_parse for a reason outside finish(), and this PR still differs. A script checked every one of them (and every "better" one): this PR sends the same calls with the same names as main, and the only change is that one call whose arguments were "" (or a prefix) now carries its own complete JSON object from the text. Typical examples:
The outer <|tool▁calls▁begin|> is damaged (<|tool▁calls▁b egin|>). detect_and_parse needs that token and returns no calls. Streaming starts at <|tool▁call▁begin|>, so main already sends write_file with "", and this PR sends write_file with {"content": "hello"}.
Two V3.1 calls arrived in one earlier delta and main merged them into one call. The third call ends in the last delta. Main sends it with "" and this PR sends its arguments.

…l call that ends in the last delta
parse_streaming_increment sends at most one tool name or the arguments
of one call per increment, and the arguments follow the name one
increment later. When the last delta of a stream holds the closing part
of a call (V3: the closing fence and the end tokens, V3.1: the separator,
the arguments and the end tokens), the name went out and the arguments
were never sent, because finish() was the default no-op. Several tokens
per delta happen with speculative decoding and with stream_interval > 1.
finish() now sends the rest of the arguments of the open call. It acts
only when the name of that call has been sent, the buffer holds exactly
one call with its end token, the name in the buffer is the same non-empty
name, and the arguments there are a complete JSON object that starts with
what was already sent. These are the arguments detect_and_parse reads for
that call. In every other case, for example a damaged end token, a call
without its end, or two calls that arrived in one delta, finish() sends
nothing, as before.

The DeepSeek V3 and V3.1 parsers now inspect buffered tool calls in finish() and emit remaining arguments when the call is complete and matches the current call. Tests cover complete, empty-argument, ambiguous, and incomplete cases.
Both parsers add finish() logic that emits only the new argument suffix when the buffer contains one complete call matching the current call and previously streamed arguments.
Tests compare finalized streaming output with one-shot parsing for complete calls, including empty V3.1 arguments. Other cases verify that multiple calls or incomplete call data produce no calls.
The change is mergeable with a small test-comment correction; no parser failure is established by the remaining finding.

Explanation
Requirement [#21004]: a streamed DeepSeek V3 or V3.1 tool call must carry the same name and arguments as detect_and_parse when the call ends in the last delta. Code at head, checked against the merge base:
V3, closing fence and end tokens in the last delta: parse_streaming_increment sends the name only when the fence arrives (partial_match requires "\n```"). The name branch does not send arguments, so they stay in _buffer. finish() matches func_call_regex and func_detail_regex, checks that the name equals prev_tool_call_arr[current_tool_id]["name"], checks that the arguments are a complete JSON object that extends _last_arguments, and sends only the remainder with name=None.
V3.1, separator and end tokens in the last delta: the name is sent when the separator arrives. finish() sends the arguments. For a call with arguments {}, it sends "{}".
Whole call in one delta, V3 or V3.1: the name is sent first and the arguments stay buffered. finish() sends them.
Two calls in one delta, and damaged, missing or incomplete calls: finish() returns nothing, as on main. The issue excludes the two-calls case. The proposed fix in the issue leaves ambiguous and incomplete cases unchanged.
No unmet coding requirement from #21004 appears in the traced paths. The author reports that the 9 new tests pass. I did not run the tests and did not read the test file. This verdict rests on the parser code paths.

Explanation
The PR adds finish() to DeepSeekV3Parser (tensorrt_llm/serve/tool_parser/deepseekv3_parser.py) and DeepSeekV31Parser (tensorrt_llm/serve/tool_parser/deepseekv31_parser.py), about 33 lines each, and adds tests to tests/unittest/llmapi/apps/test_tool_parsers.py. The parser diffs contain only the finish() method. Each change maps to [#21004]: the method sends the missing arguments of the open call, and the tests cover that behavior. The method reuses the existing regexes, state fields and is_complete_json helper. It does not change parse_streaming_increment, detect_and_parse, or other parsers. I did not read the test file diff. The AI-generated summary describes it as DeepSeek V3 and V3.1 finalization tests only.

@coderabbitai I kept the v31_second_call_open comment as it is. The first call is still open when the third delta arrives. Tracing the four deltas on this branch: after the third delta current_tool_id is still 0 and prev_tool_call_arr[0]["arguments"] is still {}. The fourth delta then sends {"location": "P as arguments of call 0. The greedy pattern matched the second call's separator while the first call was open, which is what the comment describes.
@LeizhenZhang could you consolidate this PR into #20990? Both touch the DeepSeek V3/V3.1 parsers, so reviewing them together would help reduce the team’s review workload and avoid conflicts. Please also consider consolidating your other PRs where they address closely related changes in the same code.
@karljang thanks, done. This change is now part of #20990 (commit eb69413765), which carries both DeepSeek V3/V3.1 parser fixes and closes #21004 as well as #20989. #20990 is rebased on current main, and its description covers both parts. Closing this one in favour of #20990.
I also folded the related argument-decoding fixes for Poolside v1 (#20992) and Gemma4 (#20997) into #20994, and will close those two the same way.
