HE power has been increased by 30%.

50mmC 92mm > 107mm
75mmC 138mm > 150mm
100mmC 175mm > 200mm
120mmC 230mm > 250mm
140mmC 280mm > 300mm

This is a test to see how more penetration does. Obviously it will outdate your current vehicles, but your vehicles will still have the same ammunition as before.
This test is to discourage slugfests further and force people to use some tactics. ACF build tech has advanced in the past three years and the old penetration values just aren't cutting it anymore.
Other solutions to fix this are a bit more intrusive.

--SAs have a higher rate of fire, but still lower than an autocannon
--Buffed 18L & 19L v8 as well as 12L V6, 12L made lighter
--Rebalanced 15L I4; makes 200 less nm torque so it can be used with a medium gearbox. Also the 15L is lighter. 16L 4's flywheel increased (was too fast revving)

--HE power nerfed 20% (10000 > 8000, default was 6000)

These changes are to try to make roadwheels stronger (less HE power, more health) and force tanks to go larger to carry more ammo or use smaller engines to fit ammo in existing vehicles. There is currently no incentive to use a smaller engine in a tank.

Rough change, but gmod is about building new things all the time. Remember, this is a beta svn for a reason.
