fix(mcp): align read report tools with requireRepoAccess - #8375

GitHub PR search returned no authored pull requests for contributor 'jsdevninja' or the data source was unavailable. With zero candidate PRs, zero hydrated PRs, zero activity events, and no repository history, there is insufficient evidence to perform any patch-level adversarial review. The contributor cannot be judged safe based on missing data, nor can any malicious behavior be confirmed. A blocking conclusion requires actual code evidence to review.
