Port of lane-dg-export (#11) and lane-door-export-gated (#8) onto the predev contract.

  • plugin crate exports busbar_plugin_door only behind the dropped-in feature.
  • the need states the connector Need's keep mode and deny list (the predev contract's fields: KEEP_NAMED, nothing denied).
  • the need is framed by the http transport claim; its target comes from settings.url; the sink declares no in-flight bound of its own (ARCHITECT rulings WEBHOOK-TARGET and MAX-INFLIGHT).
  • busbar-contract repinned to bb9c672d6a (GetBusbar/busbar p2-export-door: predev plus the host's disk.append), via scripts/fleet/repin.sh.

Supersedes #11 and #8.

target_from named the bare key `url`, which the host's connection-table fill resolves to nothing
(it walks `settings.<key>`, spec PB-100), so the host's connector refused the need and every
delivery was disabled at its first admission (BUSBAR-7070): nothing was POSTed. It is now
`settings.url`, the fleet's spelling. Found by busbar's restored export conformance proof.

The Statement's max_inflight is the sink's ceiling (u32::MAX): the bound is the operator's
`max_inflight_deliveries` (64 when unset, as in 1.5.5), applied per instance by the host; `check`
still refuses one below 1 or past the permit ceiling.
