…es mechanical Ships two things merged after 1.3.8: sage-config-gate (the enforcement self-escape security fix — an agent can no longer flip hard_enforcement off to walk through its own gates) and opencode Tier A (the enforcement adapter, C→A). Patch release — stays below 1.4, no attestation-expiry churn.

Release commit: [1.3.9] changelog + VERSION/plugin.json bump via release.py. Ships the two PRs merged after v1.3.8 — sage-config-gate (enforcement self-escape fix, a security fix) and opencode Tier A (the enforcement adapter). Both already merged and measured (#36, #37). Patch release, deliberately below 1.4 to avoid attestation-expiry re-probing. Validators: fastcheck 14/14, test_release, contract --check green. Tag v1.3.9 follows the merge.
