release: cut v1.3.8 — the verify gate, and the edges of "make it code" - #35

Ships sage-verify-gate + tracker (session-scoped verify-before-claiming at commit time, whoever wrote the code), E14 with its default-model baseline (3/3-vs-3/3), the E13 no-friction re-proof, and the two measured mechanization boundaries (E3's prose shape; non-acting completion theater). Patch release.

Release commit only: adds the [1.3.8] entry and bumps VERSION/plugin.json via release.py. Everything in it is merged and measured (PR #34: gate + E14 baseline 3/3-vs-3/3 + E13 friction 3/3 + the two recorded boundaries). Validators green. Tag v1.3.8 follows the merge.
