This is pretty minimalist build of libtiff (e.g. without JPEG support), but that might be good enough for our purposes.

Note that PHP's bundled libgd does not yet support libtiff (see php/php-src#2029 (comment)), but for whatever reason there are old libtiff builds available for PECL; I wouldn't know if they are used by any extension, though. It is possible that they have been built and uploaded to support development of (external) libgd on Windows.
