feat(4626): adds 4626 sepolia support

TODO: we still need canonical deployments for mainnet, plasma, plasma-testnet (and sepolia redeploy if we want them all from the same deployer)

• once the above is done, we need to update constants with the deployed addresses

this version as it stands is currently deployed to sdk 3.0.62-beta
