Fix a few minor things: - Make it clear that we are working on proposals, not specifications, in the mission statement. - Clean out some text that mentioned Specifications and simplify some text that was conditional (e.g. "if using github then it should be used for technical discussion" -> "github will be used for technical discussion" - The Decision process text from the template is not useful, it just says a group "could to this or could to that". In another PR we will have to clean this up with a specific decision policy.

We could also explicitly mention studying ethical, privacy and security aspects.
