Fix a few minor things:

  • Make it clear that we are working on proposals, not specifications, in the mission statement.
  • Clean out some text that mentioned Specifications and simplify some text that was conditional (e.g. "if using github then it should be used for technical discussion" -> "github will be used for technical discussion"
  • Change some instances of Client-Edge-Cloud to Cloud-Edge-Client to be consistent (if I missed any they should be changed too)
  • The Decision process text from the template is not useful, it just says a group "could do this or could do that". In another PR we will have to clean this up with a specific decision policy.

### Non-Normative Reports
The group may produce other Community Group Reports within the scope of this charter but that are not Specifications, for instance use cases, requirements, or white papers.

Not sure, but it looks similar to the last time I used the template, which was last year.
That said, the template is very oriented towards WGs, hence all the "Specification" language.
