Change Script Enforcement Mechanism to use flags (#533)

* Change Script Enforcement Mechanism to use flags

Also add SVGScriptElement to spec

* Correct ordering

* Change to CSV for attribute

* Remove parserChange bool

* Add note about initially true value for is trusted boolean
