The existing CI workflow runs `npx tsc -p tsconfig.ci.json --noEmit` but tsconfig.ci.json did not exist, causing the type-check job to fail before any tests could run. This commit adds the minimum valid tsconfig.ci.json that extends the base tsconfig.json and includes the TypeScript source files under src/ without weakening strictness settings. Fixes baseline CI failure blocking every autonomous pull request.
