Choose the action for the edge snap zones

Problem or Motivation

Since 3.3.3, dragging a window to the top-centre edge maximises it. I'd prefer the top half there, but others asked for maximise (#894, #1206), so any single default will suit some people and not others. At the moment no edge or corner zone's action can be changed.

Proposed Solution

Let each edge and corner zone on the Window Layout screen map choose its own action from the existing placements (halves, thirds, quarters, maximise, centre, etc.).

• Current behaviour stays the default, so nothing changes unless someone opts in.
• Each zone's chosen action shows on the screen map, so there's no hidden gesture (per the discussion on feat(window-layout): snap to top half before maximizing on upward drag #1479).
