Closing this draft. The "Runtime count matches the entitlement catalogue" step failed, which blocks merge even though the synthesis content itself looks correct.

Root cause: the step runs on the branch HEAD against main's entitlements catalogue, and the count in the doc doesn't align with what the CI script expects (likely the step is strict about exact count matches, and "22+" vs "22" or a stale figure somewhere triggers it).

Additionally, main has since moved forward (3 PRs merged: #4950, #5017, #5000) so this branch is now stale against the new base.

The bot will regenerate with fresh context next Friday. That run will also correctly reflect the Goose adapter move (now in OSS as of #5000) and the updated runtime count.
