Bump tough-cookie and @vue/cli-plugin-babel in /frontend

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [@vue/cli-plugin-babel](https://github.com/vuejs/vue-cli/tree/HEAD/packages/@vue/cli-plugin-babel). These dependencies need to be updated together.

Updates `@vue/cli-plugin-babel` from 4.5.15 to 5.0.8
