feat(eve): refresh TUI startup card

Summary

The dev TUI currently opens with a separate CLI banner followed by a sparse text header. This replaces both with a compact startup card showing the installed eve version, active model and endpoint, and home-relative workspace directory, followed by the existing rotating tip. The card keeps model and eve names primary while rendering the logo, version, labels, and routing preposition as secondary text; interactive startup also avoids emitting eve's extra blank line. Remote sessions replace the local directory with a wider url: row and no longer print a separate targeting line.

Validation

Focused CLI and TUI unit coverage passed all 353 tests, including exact card spacing, ANSI styling, model routing, refresh behavior, and interactive banner suppression. Type checking and invariant guards passed. pnpm test:tui was attempted, but the full smoke run exceeded five minutes after several built fixture servers failed their expected-identity health check; standalone TUI harnesses reached during the run passed.
