Summary

Related to #2347. This is the sixth PR in the programmatic-agent-sources stack and depends on #2411.

load_skill was still synthesized by a runtime catalog factory that closed over each resolved node's skills. That made it unlike authored tools and prevented the compiler's canonical-path composition from being the source of truth.

Compile the default from tools/load_skill.ts and read the active node's static skills through a derived context provider. The public loadSkill value, the compiled default, and the temporary legacy catalog projection now share one definition instead of converting between public and runtime shapes.

Resolved tools also carry the compiler-recorded source owner. Runtime action classification uses that provenance, so the framework default retains load-skill lifecycle behavior while an application override at tools/load_skill.ts remains an ordinary tool.

Scope

Preserves static and dynamic skill loading behavior and connection-name recovery errors.
Removes the node-specific skill-tool closure factory.
Keeps a temporary catalog projection for legacy in-memory graph construction; the later kernel cleanup in this stack removes the catalog itself.
Does not implement the memory lifecycle proof; that remains an explicit research-plan follow-up.
