fix(eve): preserve streamed tool inputs

AI SDK tool inputs now reach clients incrementally instead of appearing only after validation completes.

Why

consumeStreamContent ignored AI SDK tool-input-start, tool-input-delta, and tool-input-end parts. A focused repro streamed a tool input in two chunks, but eve emitted only the final actions.requested event. UIs could not render long tool inputs while the model generated them.

Hypothesis

Because the harness dropped the tool-input lifecycle, projecting it into an eve-owned durable append event should make partial input observable without exposing AI SDK protocol types or weakening action filtering.

Approach

• Add action.input.appended with the new delta, cumulative raw input, tool identity, and stream coordinates
• Preserve source ordering by completing preceding assistant text first and treating other events as coalescing barriers
• Coalesce adjacent same-call input deltas under the existing backpressure limits
• Project the event as a dynamic-tool part with state: "input-streaming" and raw inputText
• Replace the streaming part with validated input when actions.requested arrives, ignore late deltas, and remove abandoned parts at terminal turn boundaries
• Keep excluded, internal, orphaned, and provider-executed inputs hidden
• Advance the message stream protocol to version 24 and document the contract

Validation

• Focused protocol, emission, ordered-emitter, reducer, and structural tests: 80 passed
• Typecheck: passed
• Lint: 0 warnings, 0 errors
• Formatting and git diff --check: passed
• Docs validation and compilation: passed
• Full unit run: 7,015 passed, 1 skipped. Three unrelated tests timed out under full-suite load and passed in isolation. The first run also caught the touched files above the structural line cap; the final focused structural gate passes after splitting reducer primitives.
