When a user registers with an ApplyUUID (from apply.evanchen.cc), their registration is now accepted immediately instead of going into a queue. This creates the Student record, Invoice, and adds them to the Verified group instantly, allowing them to start working right away. Passcode registrations still go into the queue as before.
