If your flash drive is larger than 32 GB then you need to use a 3rd party tool (e.g. Rufus) to format it to FAT32 as Windows will not give this as an option on drives larger than 32 GB.

Ensure you use MBR/MS-DOS for the partition table type. Many modern partitioning tools (especially on Linux and macOS) default to GPT, which won't work for this installation method.
