Add AdaptiveRangeLimit constant for adaptive range limits

This adds a sentinel value for adaptive range limits. It will be used by clients to indicate that they wish to opt in for adaptive range limits. Adaptive range limits opt the client in to a server-specified limit that seeks to minimize the time it takes to fully range over a partition (while ensuring that the server side stays healthy).
