The new tags will be used to build ups products for both e15 (gcc) and c2
(clang) qualifiers off the same tag. I tested all this on Jenkins, and
was able to build all supported binary flavors for both e15 and c2 for all
three packages.

Updated the table file to change the e14-qualified dependent version of
root from v6_10_04d to v6_10_08b. This update is required by art v2.9.6.

Update the e14 dependent version of root in the table file from v6_08_06g
to v6_10_04d. This update is needed by offline because of art framework
version update from 2.7.3 to 2.8.2.
