Upgrades agent-acp-kit to 0.7.8, delegates composer defaults to the kit, preserves exact Agent Target identity, and adds Ubuntu/Windows packaged runtime coverage with a native tutti.exe fixture. Tests: pnpm test; pnpm check:package-runtime. Independent review found no remaining P0-P2.
