…ileup Updates the current-state narrative to the 2026-10-01 checkpoint: bluefin-cli has shipped through v0.11.4 since the last roadmap pass, and the ownership decision (#4) and launch tracking issue (#14) are still open with no manifest or credential decision landed. Status table entries stay 'Open' since nothing has actually progressed. Supersedes PRs #49 and #51, both closed as duplicates of each other against the same unmerged file.
