Add extended promotional component filter

Summary

• add is_extended_promotional support to /components/list and /api/search
• derive the flag from existing JLC fields as preferred = 1 AND basic = 0
• carry the same filter/response field through the D1 cf-proxy search and component-list paths
• add focused response-field coverage for the origin search/list routes
