Adding lang attribute to the html start tag

I am afraid I was mistaken, this issue is not solved in lego.

On a deeper look, I understood this tag is given in each of the lektor instances by the 'layout.html' template, that is not part of lego. See for example for support:
https://dip.torproject.org/torproject/web/support/blob/master/templates/layout.html#L2
The idea is to generate the language automatically, with the tag, so when you are in French you see 'fr', when you are in Spanish you see 'es', etc.

this is only updating the bootstrap tests files. Why are we doing this?
