create issue with required customerfields

I failed to create an issue with the following response:

response text = {"errorMessages":[],"errors":{"customfield_10040":"Requestor is required.","customfield_10000":"Exco is required."}}

Seems the customfields (10040, 10000) are required. But jiracli does not provide an option for that. Please advise.
