fix: redeploy Railway services for shared package changes

Root cause

PR #30 changed only packages/data. The three production Railway services watched only their own apps/* directories, so Railway recorded the merge commit as SKIPPED for every service.

Fix

• add /packages/**, workspace config files, and each service's Railway TOML to all three config-as-code watchPatterns
• retain each service's app-specific watch path
• add a regression test that checks every Railway TOML covers shared workspace changes

Validation

• pnpm check
• pnpm agent:migrations:check -- --base origin/main --head HEAD
• all three TOML files parsed successfully

Production Dashboard settings have already been updated and the current main commit is SUCCESS/RUNNING on all three services.
