chore: simplify hackathon production release

Summary

• grant service_role access to the lease-aware heartbeat/complete/fail LLM job RPCs
• make Agent Layer Release and Production Watch manual-only for the hackathon
• update migration and workflow tests for the reduced release baseline

Validation

• pnpm agent:migrations:check -- --base origin/main --head HEAD
• pnpm check

Production rollout

Before restarting the intelligence worker, apply these migrations to production in order:

1. 20260725230000_dynamic_room_matchmaking.sql
2. 20260725240000_llm_job_lease_heartbeat.sql
3. 20260726000000_grant_llm_job_lease_rpc.sql

After the hackathon, reconcile the manually applied migrations with Supabase migration history.
