zig: update according to current and next release

Is the next release a pre-release or is it released? And which command is introduced/changed by the next release?

The current release 0.13.0 uses build init, there is no build init-exe or build init-lib

The current release is 0.13.0, the next one is 0.14.0

zig init-exe and zig init-lib are not working in 0.13.0 nor the development one. Those two commands were replaced by zig init both in 0.13.0 and the devel that will become 0.14.0
