Updates the OpenStack installation docs to modernize how the etcd3gw dependency is installed, aiming to prefer distro packages where available and fall back to PyPI otherwise.

- Ubuntu OpenStack install: switch from a fixed
etcd3gw==1.0.1instruction to conditional install guidance (Ubuntu archive vs PyPI). - RHEL OpenStack install: remove outdated prose that pinned
etcd3gwto 1.0.1 (while leaving the existing install commands intact).
