tech talks page could use a couple of a11y tweaks

I used a couple of chrome extensions that run a11y checks on the tech talks page on the deployed site (e.g. axe devTools, SAS Accessibility Advisor). There were a couple of things to fix:

• the youtube embeds don't have titles on the iframe elements.
• the links in the yellow and blue sections of the page at the top don't have sufficient contrast.
