octomap in dependencies.repos

Do we still need to build octomap from source using dependencies.repos or can we use the package manager?

It depends on which version is provided. There is a bug in one of the older version which has been fixed but I am not sure everything has the newer version.

@Levi-Armstrong if you check in what version the bug was fixed, I'll check Ubuntu Focal, Jammy and Noble to see which version is provided. I've been using the Ubuntu octomap for years already, so I do not really believe building it is necessary anymore.

BTW: Focal is out of standard support (EOL), so if you ask me I'd drop support for it.

@rjoomen enough people may still be using ROS noetic that we may want to keep Focal support.

@rjoomen The version need is v1.9.8 but I believe the latest release by ubuntu is v1.9.7.

@Levi-Armstrong what is the bug you need fixed? There are some patches in the Ubuntu packages.
