fix: AWS provider bump for bugfix on enable_http_endpoint #465

Description

Bump aws provider version to include bugfix for enable_http_endpoint to be enabled and disabled for provisioned engine mode and serverlessv2.

Motivation and Context

hashicorp/terraform-provider-aws#38997
Closes: #464
