Keep the checkpoint-fix dispatch handler registered

Removing this workflow deletes the repo’s only listener for repository_dispatch events with type checkpoint-fix, so any Checkpoint request sent by the external integration now becomes a no-op: no branch gets created, no fix is attempted, and no callback status is posted. I checked the remaining files under .github/workflows in this commit and there is no replacement handler, so this regresses the Checkpoint flow whenever that integration is still enabled.
