[FE-788] Add composable Io PageHeader - #4046

Add a wrapping-description story to document responsive text flow and rework the layout so actions float alongside heading content while filters and metadata remain below.
Add the public PageHeader export and update stories for the renamed component with expanded usage examples.

Looks really good! My only comment is re: the size of primary and secondary buttons. Wondering if they should use the Edit: Nevermind! I see there is a new Io button component. |

The new page header has much smaller actions and and heading text as designed. The main thing with this though is that it's mostly just a prebuilt layout and you can slot in whatever you want in the different defined areas. What you see in storybook is inserting what we had in figma as an example, but if we want larger buttons that's fine we pass in the button on the consumer side of things so it would be a matter of inserting buttons with larger sizes. |
