Fixed an issue where tilted targets were not properly toggled
Fixed an issue where browser language was used even when the language selector was disabled. (Disabling Language Selector should disable l10n features.)
Fix: Use default language when language selector is disabled

Added several statements to avoid 'localizing' empty values. Empty headerLinks won't make an error by now. Added a description that disabling language selector will turn off localization features.
