Build using the `*-msvc` toolchain -- I tried both `-msvc` and `-gnu`, they both work, but we only need to upload one, and `-msvc` seems to be more stable. Updates #65 Signed-off-by: Nathan Perry <nathan@tailscale.com> Change-Id: I114a426c984b984239f56e73ed61841d6a6a6964
