Rail clicks, page entry, and resizing with a focused page field work in headless checks at 100-200% scale. Both upstream rail tests pass. One small startup edge remains: at 1920x1080 and 200%, the first returned rail frame places Tags at y=361..395 and Fit at y=363..395; the next frame separates them. Could the initial height measurement request a discard, with a test that checks that frame?

Approving at ca2def3.
Review of the diff: when the heights measured on the previous frame do not fit, the rail's content goes into a vertical ScrollArea with the navigation cluster directly under the panel buttons. A rail that fits keeps the old bottom-up layout. The comparison is strict and works from measured heights, so I see no way for it to flip between the two layouts on a steady frame. No new unwrap, expect or indexing. The rest of the large diff is the existing rail code re-indented into the closures, with no logic changes that I could find.
Validated on a Linux validation host, in a detached worktree of this head (head and source hashes unchanged before and after):
cargo fmt --all -- --check: passcargo test --locked -p pdfcraft-ui-egui --test ui: 51 passed, 0 faileda_short_rail_scrolls_instead_of_overlapping_its_controlson its own: 1 passedcargo test --locked -p pdfcraft-ui-egui --test viewer: 53 passed, 0 failedcargo clippy --locked -p pdfcraft-ui-egui --all-targets -- -D warnings: passcargo xtask layers: pass
Red check: with crates/ui-egui/src/chrome.rs restored to the merge base and the new test kept, the test fails at ui.rs:224 ("150%: "Signatures" ... overlaps "" ..."), not at compilation.
Not blocking, and already raised by another reviewer: on the very first frame at a size that needs scrolling, the heights are not measured yet, so the first frame can still overlap and the next one separates them. My test settles for 6 steps, so it does not cover that frame.
Not verified: native rendering on any platform, other window sizes than the two in the test, and the wasm32 build of this crate (not run by me; the hosted CI results on this head showed it green).

@ahmadmuj good catch, and thanks for pinning it down to the exact frame. Pushed 0e7cd29 for it. On the frame where the rail first appears there are no measured heights yet, so the groups are laid out as if they fit. Now, if the groups measured on that pass don't fit, the rail calls New test: One limitation: this depends on egui's |

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win
Redo the pass whenever the plain layout overflowed, not only when nothing was measured.
The discard runs only when measured.is_none(). The same problem occurs when stored heights exist but are out of date, and the rail content gets taller:
- Switching from a document without an Accessibility report to one with a report adds the
Accessibility Checkerbutton (about 38 pt). - The extra toggles from
#2828can do the same.
Near the height limit, this pass uses the old heights. It computes overflows == false and runs body without the ScrollArea. The bottom-up navigation cluster then draws over the panel buttons for one frame. This is the overlap from #2891.
To fix it, test the new measurement whenever this pass used the plain layout. When measured is None, overflows is already false, so the change also covers the first-frame case. The change cannot cause repeated discards. The redone pass computes overflows == true from the new heights, and the condition is then false.

Checked 0e7cd29: the first visible rail frame stays separated at 100%, 150%, and 200%, with short/tall windows and Accessibility on/off. Fitting and settled frames use one pass; scrolling, page entry, and resize checks pass. Removing request_discard makes your new regression fail with overlap; restoring it passes. This verifies my original startup finding. Native window rendering remains untested.
… short windows (fixes storytold#2891)
…torytold#2891) The rail has not measured its panel buttons and navigation on the frame it first appears, so that frame laid them out as if they fit and drew them over each other at a large interface size. When the unmeasured groups do not fit, the pass is discarded and redone with the heights.

Fixes #2891.
The right rail laid the navigation cluster out bottom-up in the same fixed-height panel as the panel buttons, so once the window was shorter than both groups (about 770 pt on main, which is a 1080 px screen at 150 % interface size) the cluster simply grew up over Tags and Signatures. Thanks to @musaad-sharikh for the measured thresholds, they made this quick to pin down. Now, when the heights measured on the previous frame don't fit, the rail's content goes into a vertical scroll area: the cluster sits right below the panel buttons and the rail scrolls as one column, so every control stays visible and clickable. On the frame where the rail first appears, before anything is measured, a layout that overflows is discarded and redone, so that frame never shows the overlap either. A rail that fits keeps exactly the layout it has today, so normal windows and the canvas beside the rail don't move by a pixel. Since it works from measured heights, it doesn't depend on how many buttons either group has, and also covers the extra layout and scrolling toggles in #2828.
I went with scrolling rather than folding the cluster into an overflow menu because it needs no new strings or duplicated actions and keeps the bottom-up order people know; happy to switch to an overflow ("more") button if you'd rather match Acrobat's collapsing behaviour.
